alireza0：s-ui 修复 QUIC 协议断开连接后的长时间封禁
在「实时连接中断开连接的功能」报告中，alireza0 说明：Hysteria、Hysteria2、TUIC 这类基于 QUIC 的协议无法从服务端关闭会话，所以「断开连接」会把它封禁一段时间；客户端不断重试会让封禁持续最长 10 分钟。现在修复为封禁最多 30 秒后解除、客户端可以重新连接。他称会包含在下一个版本中。

With QUIC-based protocols (Hysteria, Hysteria2, TUIC), the session can't be closed from the server, so "disconnect" blocks it for a while. The client kept retrying, which kept the block alive for up to 10 minutes. Fixed: the block now lifts after at most 30 seconds and the client can connect again.
It will be included in the next release.
