alireza0：s-ui 全局流量重置不再重启内核，并正确关闭 QUIC 会话

针对「因流量配额被禁用的客户端在全局流量重置后无法重连」，alireza0 说明已修复：全局重置不再重启内核，被重新启用的用户就地更新、可立即连接；对 QUIC 协议（Hysteria、Hysteria2、TUIC），此前任何内核重启都会让客户端在旧会话上等待约 30 秒，现在服务端会正确关闭其会话，客户端可立刻重连。该修复将随下个版本发布。

Thanks for the report. Fixed:

• The global reset no longer restarts the core. Re-enabled users are updated in place and can connect right away.
• For QUIC protocols (Hysteria, Hysteria2, TUIC), any core restart used to leave clients waiting about 30 seconds on their old session. The server now closes their sessions properly, so they reconnect at once.

It will be included in the next release.
